The user would like sandboxes to self-destruct after a certain period of time — not necessarily when a budget threshold is hit.
One can imagine a scenario where many inactive developer-created sandboxes exist which haven't hit their budget thresholds. As a result, there's a long list sandboxes, some of which aren't relevant anymore. A time-based threshold would solve for this.
